The France full-back told French press last week of his frustration at the club having watched Robin van Persie and Alex Song leave the Emirates over the summer.
Wenger revealed he has had showdown talks with the 29-year-old and is confidentthe defender will sign a new contract, but only if he agrees with the club's policy
"I believe any player or any employee always has to defend the company he works for," Wenger told reporters.
"If he is not completely happy with it, then he has to go somewhere else. That is what I say to everybody.
"You have to defend your company. But Bacary loves the club and he will stay here.
"I expect him to stay and I want him to stay. We want to extend his contract. He has two years left, so his contract ends when he is 31. Of course, we cannot give him five years."
Arsenal's self-sustaining policy has long been the subject of scrutiny, but Wenger is confident in the club's future.
He added: "We have lost players until now, but the situation is changing and will be in favour of Arsenal much more because of Financial Fair Play."
